 From the discussion in the thread https://edk2.groups.io/g/devel/message/107602, there is no objection to catch openssl 3.0 into the stable tag 202308.

 Openssl 3.0 update patch set was got Acked-by from the package maintainer before the soft feature freeze. Base on current rule, this patch set can be merged for the stable tag 202308.

 So, I think openssl 3.0 update can catch the stable tag 202308 if no other comments are received this week.
