GCCNOLTO is the replacement of GCC49, not GCC48.
And, CryptoPkg\Library\OpensslLib\OpensslLib.inf has GCC:*_GCC5_*_CC_FLAGS. New GCC:*_GCC_*_CC_FLAGS is required to be added.
