Commit 3a0c1bf64b5d:

- contains commit f15cb995bb38 ("SecurityPkg: Cache TPM interface type
info"), which is known to have caused a regression (see
<https://bugzilla.tianocore.org/show_bug.cgi?id=1075>), and

- does not contain commit 3781f14c31e0
("SecurityPkg/Library/Tpm2DeviceLibDTpm: fix
s/Constructor/CONSTRUCTOR"), in which Marc-André fixed the regression
(i.e., TianoCore#1075).

In other words, your test tree falls between the introduction of the
regression, and its fix.

Please re-test with an edk2 tree at least as recent as commit
3781f14c31e0 (commit date: 2018-Aug-09).
