This seems to be an EDK2 extension, which is fine. Maybe I am reading the
code incorrectly in GenerateCapsule, but it seems to always generate the
FMP_PAYLOAD_HEADER, which is not a UEFI structure for payloads (at least in
2.8). Is there a way to disable generation of this payload prefix?
