It turns out we can use EfiGcdAllocateAnySearchBottomUp instead of EfiGcdAllocateMaxAddressSearchBottomUp after few changes to our code.
Thank you very much for clarification of our misunderstanding. We withdraw the patch and will close the associated bug ticket.
