1) Remove SmmGetProcessorLocation() from PiSmmCpuDxeSmm driver.
2) Remove ExtractProcessorLocation() from MpInitLib library.
3) Add GetProcessorLocation() to BaseXApicLib and BaseXApicX2ApicLib.
