[PATCH v2] API PathRemoveLastItem not handle root paths properly

Changes made comparing V1:
The checks added in V1 patch will lead to PathRemoveLastItem() API
behavior change. V2 of the patch will only focus on correcting the API
behavior on input paths like 'fs0:\'.
