[Patch] BaseTools: Correct bin wrappers for GenDepex.py path

The WindowsLike and PosixLike bin wrappers for GenDepex.py do not use
correct path. GenDepex.py is not in a GenDepex directory. Instead, it is
in the AutoGen directory.
