Add SEC phase implementation for Cadence CSP platform configured with
a single Cortex-A53 processor and GIC-500.

Based on ArmPlatformPkg/Sec, with required parts of
ArmPkg/Drivers/ArmCpuLib/ArmCortexA5xLib integrated (both now deleted
from edk2 master).

Contributed-under: TianoCore Contribution Agreement 1.0
