Update InternalAllocateAlignedPages to use PeiServicesFreePages.
Let the InternalAllocateAlignedPages in PeiMemoryAllocationLib use
same algorithm with InternalAllocateAlignedPages in
UefiMemoryAllocationLib.

Support pre memory page allocation.
Support FreePages.
Allocation made prior to permanent memory will be
migrated to permanent memory and the HOB updated.
