Current calculate timeout logic may have overflow if the input
timeout value too large. This patch fix this potential overflow
issue.

Current calculate timeout logic may have overflow if the input
timeout value too large. This patch fix this potential overflow
issue.

V2: Use local variable instead of call GetPerformanceCounterProperties
twice. Also correct some comments.
