* [PATCH] MdeModulePkg DxeCapsuleLib: Use Attr to know whether reset is required

Current DxeCapsuleLibFmp always do reset for FMP capsule.
Actually, the code should use Attributes from FMP descriptor to know
whether reset is required or not.
