[PATCH] Maintainers.txt: Update MdeModulePkg maintainers

[Star Zeng <star.zeng@intel.com>]

As Star has some other focus, change Star from maintainer
to reviewer, Jian will be the first maintainer, and add
Hao as the second maintainer.
