(For example, the "ArmVirtPkg/ArmVirtXen.dsc" platform builds this library instance into "ArmVirtPkg/PrePi/ArmVirtPrePiUniCoreRelocatable.inf", which is a SEC type module.) For such library instances, including <Uefi/UefiBaseType.h> is not right.
