[PATCH] UefiCpuPkg/MpInitLib: Fix a bug that AP enters timer INT handler

When SourceLevelDebug is enabled, AP randomly executes the DXECORE
timer handler logic. The root cause is the interrupts are not
masked in AP wake up procedure.
