[PATCH edk2-platforms\devel-MinPlatform] MinPlatformPkg: Update PerformanceLib instance for UEFI_APPLICATION

Replace the to-be-deprecated PerformanceLib instance:
DxeSmmPerformanceLib

with:
DxePerformanceLib

for UEFI_APPLICATION.

Test performed:
MinPurley VS2015 build pass.
