edk2 commit 1010873becc5,
("MdeModulePkg/BdsDxe: Call PlatformBootManagerUnableToBoot()") broke the
d0x build, since they use their own PlatformBootManagerLib, which did not
include this function.
Implement a trivial one, that just returns.
