[edk2-platforms/master] [patch 1/5] Platform/AMD: Update to use UefiDecompressLib in MdeModulePkg

We have moved the BaseUefiTianoCustomDecompressLib
from IntelFrameworkModulePkg to MdeModulePkg, so
update the consumer accordingly.
