[edk2-platforms/master] [patch 4/5] Platform/SoftIron: Update to use UefiDecompressLib in MdeModulePkg

We have moved the BaseUefiTianoCustomDecompressLib
from IntelFrameworkModulePkg to MdeModulePkg, so
update the consumer accordingly.
