[patch 09/11] UefiCpuPkg: Remove PcdFrameworkCompatibilitySupport usage

Currently Framework compatibility support is not needed and
PcdFrameworkCompatibilitySupport will be removed from edk2.
So remove the usage of this PCD firstly.
