[PATCH V2 4/6] MdeModulePkg/ResetUtilityLib: Replace the reset data difinition

Replace the definition of 'RESET_UTILITY_GUID_SPECIFIC_RESET_DATA'
with 'RESET_DATA_WITH_NULL_STRING'.
