[PATCH] CryptoPkg/BaseCryptLib: Use cmp-operator for non-Boolean comparisons

Refer to CSS_2_1 5.7.2.1 "Non-Boolean comparisons must use a
compare operator (==, !=, >, < >=, <=).", use compare operator
for the non-boolean comparisons.
