[edk2-platforms][PATCH V1 16/49] Features/Intel/IpmiFeaturePkg: Add initial package

Adds a new feature package for the IPMI feature.

This change updates the advanced feature package template for IPMI
and adds the updated template to the IpmiFeaturePkg.
