[PATCH v4 2/4] EmulatorPkg/EmulatorPkg.dsc: Change PCDs type about status code

Since the type of PcdStatusCodeUseSerial and PcdStatusCodeUseMemory
in MdeModulePkg.dec are changed, so change them from
PcdsFeatureFlag to PcdsFixedAtBuild in dsc file.

V4: Adjust the location of PCDs, put them in the last of same TokenSpaceGuid
    instead of last of section.
