[PATCH v8 03/10] OvmfPkg/CpuHotplugSmm: add Qemu Cpu Status helper

Add QemuCpuhpWriteCpuStatus() which will be used to update the QEMU
CPU status register. On error, it hangs in a similar fashion as
other helper functions.
