[PATCH v7 5/9] SecurityPkg: Introduce new PCD PcdRandomizePlatformHierarchy

Introduce the new PCD
gEfiSecurityPkgTokenSpaceGuid.PcdRandomizePlatformHierarchy.
We need it for TpmPlatformHierarchyLib.
