[Patch V4 1/8] UefiCpuPkg: Check AP_SAFE_STACK_SIZE during build time.

Check if AP_SAFE_STACK_SIZE is aligned with CPU_STACK_ALIGNMENT
during build time.

No functional or structural changes.
