Retrive EXTENDED_PROCESSOR_INFORMATION in the API
MpInitLibGetProcessorInfo() of MpInitLibUp instance
when the BIT24 of input ProcessorNumber is set.
It's to align with the behavior in PEI/DXE MpInitLib
