Rely on AutoGen for declaring ProcessLibraryConstructorList().
Build-tested with:
build -a X64 -b DEBUG -m UefiCpuPkg/SecCore/SecCore.inf \
-p UefiCpuPkg/UefiCpuPkg.dsc -t GCC5
build -a X64 -b DEBUG -m UefiCpuPkg/SecCore/SecCoreNative.inf \
-p UefiCpuPkg/UefiCpuPkg.dsc -t GCC5
