Subject: [PATCH v2 3/3] MdeModulePkg/EbcDxe: add EBC Debugger

VM related defs are now in EbcVmTest.h, and opocode related definitions 
in Ebc.h.
Because it is used by both the EBC Debugger and driver, 
EbcDebugSignalException() sees its definition factorized in 
EbcDebuggerHook.h.
