[PATCH] BaseTools: GlobalData.gConfDirectory is None when run GenFds

When run GenFds,  GlobalData.gConfDirectory is None, On Linux
self._ToolChainFamily default Value is "MSFT", and then
generate the wrong PcdValueInit Makefile
