Subject: [tianocore-docs] [RFC] Add the Minimum Platform Specification

Hello,

BZ: https://bugzilla.tianocore.org/show_bug.cgi?id=1798

A new specification is proposed for adoption by the Tianocore community
called the "Minimum Platform Specification". This specification describes
the architecture and requirements for the Minimum Platform initiative which
will guide Intel platform contributions in the community. The purpose of
contributing this documentation is to encourage collaboration with the community
and to provide easily accessible and updated documentation for platforms conforming
to the specification by using the TianoCore-Docs contribution process.

Most notably definitions for the following key concepts are introduced:
* Advanced features
* Board abstraction
* Minimum platform

The concepts are currently realized in implementation in the following locations:
https://github.com/tianocore/edk2-platforms/tree/master/Platform/Intel
* AdvancedFeaturePkg
* Product generation specific board packages (e.g. KabylakeOpenBoardPkg)
* MinPlatformPkg

The specification is in a "draft state". Actions items will be tracked via
Bugzilla and of course all feedback and contributions are welcome.

A preview of the specification in gitbook format is available here:
https://github.com/makubacki/edk2-TemplateSpecification/tree/Bugzilla_1798_AddMinimumPlatformSpecification

Regards,
Michael
