[edk2-platform] Migrate devel-MinPlatform branch to master branch Done

Hi, all
  I have migrated devel-MinPlatform branch to master branch. devel-MinPlatform becomes read only. 
  Any changes to devel-MinPlatform are required for master branch. Please send your patch to master branch.
