OK, that's logically consistent.
So we'd need an ArmLibNull in MdePkg until ArmLib itself migrates there 
(ideally subsumed into BaseLib).

But the dependency in .inf should still be able to be declared under
[LibraryClasses.AArch64, LibraryClasses.ARM]?
