Should not call HiiGetBrowserData() and HiiSetBrowserData() in
ACTION_FORM_OPEN callback function.
Those APIs are called within OpalHiiSetBrowserData/OpalHiiGetBrowserData
which have been used by OpalHii.c.
Change callback action from FORM_OPEN to RETRIEVE to meet UEFI spec.
