You might notice that some activities about reducing edk2 repo happened or are happening.

I propose to remove QuarkPlatformPkg and QuarkSocPkg. Anyone who wants to build UEFI firmware running on Quark can fetch stable tag

There is already a BZ to move that platform out of edk2 repo.
