TCG2 PP support requires the presence of TPM2 hardware.
Does OVMF support TPM2 hardware?
If it supports, you can add code in BDS.
You may refer to edk2\Vlv2TbltDevicePkg\Library\PlatformBdsLib\BdsPlatform.c.
