I have proposed an OVMF workaround for users of older kernels who won't be able to benefit from the root cause fixes: https://github.com/tianocore/edk2/pull/10853
That would allow them to opt out of using the PlatformDynamicMmioWindow via a fw_cfg option, which would result in fast guest boots on impacted platforms (but would require `pci=nocrs pci=realloc` in the guest to make use of large passed-through devices.)
