Intel does not currently have any firmware projects for Intel Xeon platforms in EDK II. If this changes you will be able to find information on https://firmware.intel.com or the EDK II platform repository in github.
Intel FSP binaries are available for download from http://intel.com or https://github.com/IntelFsp/FSP. Note not every Intel processor is supported by Intel FSP.
