SMM Drivers cannot use BasePciExpressLib when PcdPciExpressBaseAddress is dy= namic. This patch adds SMM instance of PciExpressLib based on BasePciExpressLib. The only difference from BasePciExpressLib is a constructor that caches PCD= value into a local variable.
