A bunch of platforms, such as QuarkSocPkg, already declare such a PCD named PcdPciExpressSize of type UINT64.
Maybe PcdPciExpressSize|UINT64 should be 'promoted' to a MdePkg PCD and the platform-defined PCDs replaced?
