[PATCH 1/2] BaseTools: Enable MAX_CONCURRENT_THREAD_NUMBER = 0 feature

when set 'MAX_CONCURRENT_THREAD_NUMBER=0',  will auto-detect number of processor threads for MAX_CONCURRENT_THREAD_NUMBER
