Thanks for the hint. After adding below (based on inf file posted here),
I am able to see EFI_SECTION_RAW sections getting generated:
[Rule.Common.DXE_DRIVER.ACPITABLE]
FILE FREEFORM = $(NAMED_GUID) {
RAW ASL |.aml
}
