This review started before the soft freeze, so if it passes EDK II CI, 
I will merge it.

I do see that there are some issues with this same change being applied
to the edk2-basetools repo.  Please work with Ashraf to get those resolved
and keep the edk2-basetools and edk2/BaseTools repos aligned.
