Update "Component" and "Package" field in bugzilla system

Hi Mike,

In current Bugzilla system, when submit an Edk2 bug, the "Component" and "Package" options like below:
Component:

  1.  Code
  2.  Documentation
  3.  Test
  4.  Tools

Package:

  1.  AppPkg
  2.  ArmPkg
  3.  ...
  4.  All the packages in Edk2 repo, also include some removed packages.

When submit an edk2-platforms bugs, the "Component" and "Package" options like below:
Component:

  1.  AdvancedFeaturePkg
  2.  BoardModulePkg
  3.  ..
  4.  Other packages in edk2-platform repo, also missed some new packages add recently.

Package:

  1.  AppPkg
  2.  ArmPkg
  3.  ...
  4.  All the packages in Edk2 repo, also include some removed packages.

The problems for the current systems:

  1.  The some deprecated packages still exist in the options in Packages field for edk2 product.
  2.  The options in "Component" field for edk2 platform product is not correct.
  3.  The options in "Package" field for edk2 platform product is not correct.

I propose to change the configuration and I have submit the bugz for them, detail changes see below:

  1.  Changes for edk2 repo:  https://bugzilla.tianocore.org/show_bug.cgi?id=2771
     *   Remove deprecated packages in "Package" option.
  2.  Changes for edk2-Platforms repo: https://bugzilla.tianocore.org/show_bug.cgi?id=2772
     *   Duplicated "Component" options from edk2 repo to Edk2-Platform repo.
     *   Changes for Package field, (I have two options because too many packages in edk2 platform repo)

                                                               i.      Option 1: Move all the packages from "Component" menu to "Package" menu, also add the missed new packages.

                                                             ii.      Option 2: Make this field editable and let the submitter to input the package name.
