There is no sequence dependence between FinishedCount increment and NumApsExecuting decrement, right?
InterlockedIncrement ((UINT32 *) &CpuMpData->FinishedCount);
InterlockedDecrement ((UINT32 *) &CpuMpData->MpCpuExchangeInfo->NumApsExecuting);
