You can check out Maintainers.txt in the root directory of the EDK2 tree for a 
list of maintainers for each package.

For FSP related packages, you can consult following folks:
Jiewen Yao <jiewen.yao@intel.com>
Chasel Chiu <chasel.chiu@intel.com>
