I do not think all PCI opcodes should be updated to use the PciSegmentLib.
Only the "2" versions of the PCI opcodes should use the PciSegmentLib.
This means that functions like ScriptPciCfgRead() should not be modified at all
and should still use the PciLib. You will need to add a new MACRO for encoding
a PCI address with a segment#, maybe called PCI_SEGMENT_ADDRESS_ENCODE(S, A).
