Since you are doing math with the base address, shouldn't the type be UINTN
Instead of VOID *?
Please see MdePkg/Library/DxeRuntimePciExpressLib for an instance of this
library class that caches the PCD into a global in a CONSTRUCTOR and uses
type UINTN. Maybe this SMM lib instance should be based on DxeRuntimePciExpressLib
with the only difference being the removal of the register for runtime feature.
