Yes.  I am working on a patch to do that move.  I have been discussing with edk2-platforms maintainers.

You might notice that some activities about reducing edk2 repo happened or are happening.

I propose to remove QuarkPlatformPkg and QuarkSocPkg. Anyone who wants to build UEFI firmware running on Quark can fetch stable tag
